Regulations

On the Prohibition of Storing Hazardous Materials, Drugs, and Illegal Products

To ensure the safety of all customers, staff, and facilities, and to comply with the laws and regulations in force in Quebec, the storage of hazardous materials, drugs, and any illegal products is strictly prohibited in the units of Mini-Entrepôts de l'Est. This regulation applies to all customers and facility users.

1. Definition of Hazardous Materials, Drugs, and Illegal Products

The following items are strictly prohibited:

Hazardous Materials and Products:

  • Flammable or combustible liquids: gasoline, diesel, solvents, paints, varnishes, thinners, used oils.

  • Pressurized gases: propane tanks, compressed gas cylinders (oxygen, helium, etc.).

  • Corrosive or toxic chemicals: acids, bases, pesticides, herbicides, industrial cleaning products.

  • Explosive materials: fireworks, ammunition, explosives, pyrotechnic products.

  • Radioactive substances: any material emitting radiation.

  • Biological hazardous materials: medical waste, infectious substances.

  • Other regulated products: unprotected lithium batteries, aerosols, products identified as hazardous according to WHMIS (Workplace Hazardous Materials Information System) or the Transportation of Dangerous Goods Regulations (TDGR).

Drugs and Controlled Substances:

  • Illegal drugs or narcotics, including but not limited to cannabis (unless stored in accordance with the Cannabis Act and the Quebec Cannabis Regulation Act), cocaine, heroin, methamphetamines, or any other controlled substance listed in the Controlled Drugs and Substances Act.

  • Prescription medications not legally possessed by the customer or stored without proper authorization.

Other Illegal Products:

  • Stolen goods, counterfeit products, or any items prohibited under federal, provincial, or municipal law.

  • Weapons or ammunition, unless prior written authorization has been obtained from Mini-Entrepôts de l'Est and in compliance with applicable laws.

2. Prohibition

The storage of any hazardous material, drug, or illegal product in storage units is strictly prohibited unless explicit written authorization has been obtained from Mini-Entrepôts de l'Est and the unit is specifically designed for such use (e.g., specialized units compliant with the National Fire Code and Dangerous Substances Regulations, or legal exemptions for controlled substances).

Customers must declare to Mini-Entrepôts de l'Est any potentially dangerous, controlled, or regulated content before storage. Failure to declare such items constitutes a violation of this regulation.

3. Customer Responsibilities

  • Customers are responsible for ensuring that the items stored in their unit do not include any hazardous materials, drugs, or illegal products.

  • Customers must provide, upon request, a complete list of stored items and, if applicable, Safety Data Sheets (SDS) for hazardous products or legal documentation for controlled substances.

  • Customers must comply with all applicable laws and regulations, including the Environmental Quality Act, the Occupational Health and Safety Regulation, the National Fire Code, the Controlled Drugs and Substances Act, and the Quebec Cannabis Regulation Act.

4. Inspections and Monitoring

Mini-Entrepôts de l'Est reserves the right to inspect any unit if there is suspicion of the presence of hazardous materials, drugs, or illegal products (e.g., odours, leaks, complaints) or in emergency situations (e.g., fire risk, spills, or illegal activity).

Any finding of prohibited items will result in immediate notification to the customer and, if necessary, to the proper authorities (e.g., Ministry of Environment, fire department, or law enforcement).

5. Consequences of Non-Compliance

Any violation of this regulation, including unauthorized storage of hazardous materials, drugs, or illegal products, may result in:

  • Immediate termination of the rental agreement without refund.

  • Removal of prohibited items by a specialized firm or law enforcement, at the customer’s expense.

  • Fines, legal proceedings, or criminal charges, if applicable, in the case of environmental damage, fire, health and safety risks, or illegal activities.

Customers will be held liable for any damage caused to the facilities, other units, or third parties as a result of storing prohibited items.

6. Facility Safety Measures

Mini-Entrepôts de l'Est facilities are equipped with safety systems compliant with standards, including fire extinguishers, clear emergency exits, and in some cases, spill containment systems.

Customers must report any incidents (e.g., leaks, suspicious odours, or suspected illegal activity) to Mini-Entrepôts de l'Est staff immediately.

Adoption: These regulations take effect upon signing the rental agreement or using the services of Mini-Entrepôts de l'Est. By signing the contract or using a unit, the customer acknowledges having read, understood, and accepted these regulations.
